According to Who’s Who Legal their methodology is as follows:
‘Each year the WWL research team contacts more than 50,000 practitioners who have been previously recommended for their work in their particular field. They are invited to provide recommendations and feedback on those individuals they have worked with closely in the preceding few years. Researchers conduct telephone and face-to-face interviews with leading members of the legal community around the world, including private practice and in-house lawyers, arbitrators, judges, consulting experts and academics. The resulting votes and recommendations form a detailed network of peer review, supplemented by feedback provided by client referees put forward by nominated practitioners. Through millions of such recommendations over more than 20 years, WWL has built and refined lists of practitioners who stand out not only in their region or jurisdiction, but globally. ‘

According to Who’s Who Legal their methodology for the Thought Leaders section is as follows:
Thought Leaders are those individuals who have performed exceptionally well in research, with only a small proportion of those considered selected. Only around 2% of all nominees to their guides are selected for inclusion as Global Elite Thought Leaders.
